These is a safety for childeren that light have kicked in. It's a small lever on the side of the lock. Try it....

 

Child proof locks are designed to only keep the INSIDE handle from allowing it to open if it is engaged. The OP seems to have a real concern if it can not open from the outside either. Probably the power lock actuator has failed in the locked position.
