A template was made of the front of the light:

Used the template to mark the front side of the mount (using a silver
colored felt tip marker) keeping the same angle as the flat peice of the
mount to align the light later:

A jig saw mounted in a vice was used to rough cut the holes. Found
out later better to cut to the outside of the line. We then used a
rotary rasp in an air drill to get the holes honed to size. Here is the
rough cut:

The light fit from the back side of the mount notice the twisted metal mount
strap made from PIAA part. Have to design and mount a third one for connecting
to the bottom mounting tab. Might make two; one for each side of the light:

I'll have more photos later, they weren't sent to me yet. Will add to this post
when I get them.

UPDATE Oct.30, 2011:

I read someone's post about making mounts from CPVC (white) pipe caps and decided to try that route. I used black ABS instead. I chose the 3" size as the PIAA LED 530's fit pretty snug in the caps.

Have a friend who has been a machinist for many years. He helped fabricate the design choice. I forgot my digital camera and the only thing he had around was an old Sony digital that uses 3-1/2" floppies to store the photos. Now I have to figure how to get them onto the internet. Quite challenging for me as I'm not that swift with computers. I have Win7 Pro 64 bit OS. Have some searching to do.

We had to use a hole saw just under the size of the cap. He has a nice little boring machine that enabled us to cut the holes and trim the inside diameter of the caps to make a snug fit.

Made some slotted holes on the sides of the cap and used slightly longer stainless screws to mount the lights to custom brackets he made out of aluminum angle. We used 3/4" on the outside edge tab and 1" angle on the
inner mounting tab where the blank covers had been mounted.

The lights need aimed properly so that will be another day. We were pretty beat from the afternoon of grueling measuring and machining.

As a matter of fact, I just added Factory Fogs to my 2012 Soul. I didn't want the Sunroof either, so I didn't opt for the Package, just to get the Fogs.

I ordered Part Numbers: 92201-2K510 and 92202-2K510 for the Fogs. My Dealer ordered them for me, along with the Wiring Harness, Fuse and Relay. I had the Dealer wire them into my Low Beam Headlights, so when my Low Beams are on, my Fogs will come on. When I have my Parking Lights on or the High Beams on, the Fogs are off. I had them do this, since trying to fit a Stalk on the Steering Wheel Column with the Fog Light Switch, would have undoubtedly cost me much more to have it installed, due to the Labor Time of having to tear the Steering Column apart.

My Fogs are Factory, and they're Warranted by Kia, since the Dealer installed Kia Parts. They're extremely bright, which is what I need for my aging eyes for night driving. My truck and former vehicles have all had Fog Lights, as will my future vehicles as well.

Cheers!

Would you give me an idea of what the total cost was?
Cost was:

$175 - Fog Lights
$250 - Labor

A little pricey some might think, but well worth it to me, when I have to drive at night, and need the extra lighting. However, it's still less than half of the Sunroof/Fog Light Package, when I didn't want a Sunroof to begin with.

I wish they would have had the Fog Lights as a Factory Option, without any added Options tacked on to it.

Cheers!
