I have a 2001 Kia rio that won't start. When you turn the key forwared nothing happens. I checked all fuses and hooked up a battery charger to it and still nothing. when the key is forward all lights come on normally and radio works fine, turn it to start radio kicks out, nothing happens. put a brand new battery in it and still nothing happens. wondering what it could be. Learning technicion no money to get the car towed to dealership, still under warrenty. but after reading some of the other reviews seems it wouldn't be covered anyways. were is the gas light? car was also resently wrecked but not major I replaced the Rack and Pinion and the car ran great. Mom said i left the door partialy opened to the car all night was on in morning when she went to work. got in car turned key forward clicling from starter, so i figured dead battery, but now does nothing at all. PLEASE HELP!!

When you say hooked charger to it, did you just charge it, disconnect it and then start it or does your charger have a high amp start setting? If you just hooked the charger up to it, charged it and disconnected it and it didn't work, it could still be your battery. (happened on my 97 escort). If you have a start function on your charger, or if you can get a jump from someone, try that. Most times if your battery is truly dead, it won't matter if you charge it, it won't hold it anyway.
You may have a dead cell in your battery. Disconnect your battery and jump from another car to the cables in your car (or charger with a start function). Your battery will not be hooked up in any way; you'll just be using the battery, in a sense, from the other car.
I had this happen once to my father-in-law. I took the battery back to Schucks (under warranty, but towards the end), they tested it and said it was fine. I told them about what I did, so I was POSITIVE the battery was bad. They tested it again and even showed me the whole test this time. It still showed good. I told them to just sell me another battery and I wouldn't worry about the warranty. They did, and he hasn't had a problem since.
I also had a similar problem on my Mitsubishi where I tested the battery at work (load test, and specific gravity test) and everything showed that it was fine. I couldn't listen to the radio with the car off for more than 10 minutes or it wouldn't start, but the battery was "good". It was a perfect excuse to buy an Optima battery, so I did and I haven't had a problem since either.
Also, you may want to first start by checking the battery terminals and the terminals on the starter.

Since you said you replaced the battery then it could only be a couple hundred other things. Assuming you haven't fixed it by now, you could crawl under it with a set of jumper cables and try to jump the starter directly. If it turns over, then perhaps your car doesn't recognize that it is in park. Or maybe it is a starter relay switch or, possibly, your ignition switch or maybe some sort of electronic ignition module. It would help a whole lot if someone made a book on how to work on the crazy things. <_<
It took something like five or six years for them to come out with a book on my old Festiva. I might add that was a faaaaar better car than the RIO.
