While it's the 'left' stalk that is more commonly at fault, don't be surprised if the right stalk has failed.
As you can see, the two relays are both controlled by the BCM (hope THAT isn't the problem!) and that in turn is controlled by the right stalk.
Depending upon switch positions, you should see variable voltage at the Wiper Signal and INT/VOL inputs to the BCM from the stalk. Or you can just measure resistance between ground and the stalk connector with vehicle power off.
