Will adjusting the rear toe also change the camber?

I had an alignment done and the shop reduced what was -1.9 degrees on the right side of the vehicle to -1.1 and on the left it actually increased from -1.9 to -2.0. This is out of spec before and after on the left. I was told the range was -0.5 to -1.5.

When I questioned this, the sales guy tells me that adjusting the toe also messes with the camber and this is as good as they could get. I don't understand that unless the same adjustment bolt(s) affect both?

Can I move this by hand clockwise or counter clockwise or will that really screw things up?

Car has 44k miles and isn't all rusted to crap.
