I got new front lower ball joints installed a few weeks ago as well as 4 new tires. Since then at highway speeds I have had a shaking steering wheel. Tires have been balanced and aligned which reduced the shake some but it is still present. Any ideas?

Unbalanced wheels usually "resonate" at certain rpm's/speeds. If it gets "quiet" below and above a certain speed, wheels are not balanced properly.
Change rear wheels with front. If shaking changes, go somewhere else to do the balancing.

Go to a place that can do roadforce balancing, your front wheels are not balanced right. Rear ones would be felt through the seats.
