2008 RIO LX plug replacement steps?

www.kiatechinfo.com Has instructions for the 2008 but does not mention the plastic "rail-like" piece seen after removing plastic cover. Looks like it is in the way of plug removal. Can/should it be loosened and moved? Also, Once this is removed and plug socket is accessed, it looks like there is an additional 7/16" or so screw which must be loosened prior to accessing the plug for removal. Perhaps someone who has done this could weigh in on it for me or point me to a detailed step-by-step guide which is more detailed than just "Pull connector, remove plug? Thanks, 70,000mi.
