Keep getting a P0420 code. Sensor 1 jumps to reading about the same to reading significantly lower than sensor 2. I would think this means I need to replace the upstream sensor, not the catalytic converter. Any thoughts?

That code indicates a bad cat the great majority of the time. Yes, it is POSSIBLE that replacing one or both O2 sensors will fix the problem, but it's a long shot at best. And just an FYI that if you're planning on replacing just one of them, I recommend trying the downstream O2 sensor, because that's the one the ECM is using to evaluate the efficiency of the cat.
