My 03 rio it's idling to high everything I shift or stop!!! I have the check engine light on and its telling me that it's my tps. I have replace the tps twice and still having the same problem. Any help with this problem please thanks!!!:D

A vacuum leak will cause a TPS code. Check the throttle body backstop screw. Make sure the throttle is closing all the way. That screw is NOT an idle screw it is a backstop to keep the throttle butterfly valve from jamming(sticking) in the bore. It should be set as close to completely shut as you can get it, but not hang or stick when you try to initially open it.
Beyond that you could have a sticking IACV (idle air control valve) which is at the front of the throttle body. 2 bolts take it off and you can clean it with carb cleaner. This is the main idle control component, and will cause high or low idle if sticking open/shut.
