Give the man a cookie. Good answer. If it has a hole in it you getting a vacuum leak at some point. If you are not going to replace it, follow the vac line back to the front of the ICV and plug it. You are past the point of just unplugging the actuator if there are holes in the canister. Clean up the stuff, plug the vac port and move on. That is the easiest solution to your problem.That looks like the vacuum canister for the actuator for the variable intake manifold.
