I’ve seen in the past that the PHEV uses ICE to heat the car. Has this changed in 2019 or will it change in 2020? It needs a heat pump like the Prius Prime has. I see this is an expensive ($1,080) add to the EV which comes standard with resistance heating. If I see a heat pump as standard I will quickly buy a PHEV EX Premium.

Nope, will continue to use the engine for heat. mine is a 2019 model. It just ticks over to produce heat so doesn't use much fuel.
try to use the heated seats and steering wheel to save on gas consumption.
They will never install a heat pump as it's similar to the regular Hybrid model.
