Ok, so we removed the headlights and buffed the lens and replaced both bulbs, but we still have a headlight that is MUCH dimmer than the other. What could be the problem?

Inspect the plug real good. Seems these get hot and loose connection. You can get new plugs and wire them in.

the light bulb itself - old burned filament and or incorrectly positioned?
loose ground?
