Sounds like a short in the wiring or a bad speedo itself, may evenbe a bad TCM. More then likely it's the speedo. Check the wiring at the connector for broken wires or corrosion. Measure terminal voltage of transaxle control module at terminal #42. Should be battery voltage with the ignition on. If it is you have two options, the speedo or the tcm.
