I have a 2017 Kia Soul + without UVO system. I am wondering if it is possible to change the user settings such as: auto mpg reset, auto dome lights and car honk on door locking.

If I were to find an OBD2 reader with the software for the Kia Soul would I be able to change the things I want to change? I have one for a 2017 ford Escape and it allows me to change almost everything connected to the computer. Is there something like this available for the 2017 Kia Soul?
You may be speaking apples and oranges..
The OBDII protocol is universal, so if it works on one it should work on the other, however
If you are talking Manufacture specific functions, although you access the puter via the DLC (it is not OBDII), you would require a scanner that has MFG function Bi Directional control..
