'98 Sephia laid up all winter with a dead battery. Replaced battery and car won't crank over. All lights and electrical accessories function but car won't start. When key is turned nothing happens- no noise, clicking, lights on dash light up but nothing else, int. lights do not dim. Have tried to start from both the parked and neutral positions of the auto trans gear shift, with brake pedal depressed and not. Any ideas or suggestions? Can I directly jump the starter from the (+) battery terminal with the ignition in the run position? By the way where is the starter?

soounds like a dead starter.

I will check the ground and also the voltage of the new battery. A loose ground (esp. since you just change the battery) could give you a partial malfunction, so your light are working. If you are careful not to jump yourself you could try the other option--> direct battery to the starter. If that works I will vote for a frozen disable switch from your brake.
