My wife's car is a 98 kia sephia and the problem is when it's in park position and u start it it looks like it has a dead battery (it will not start) but when you put it in the (N) Neutral position it will start, is it the neutral safety switch or in kia it's called the Shift lock actuator?, where is this located?

Sounds like the range switch (or at least that's what I call it...). It's on top of the trans, where the shift cable attaches to the selector lever. Should be black, shaped like a 1/3 section of a circle with a 10mm bolt on either side and a shaft going through the middle of it.
But first, tell me: Is the gear shifter excessively hard to move, and will it easily go into 1 and 2? And if you put it in park and push the shifter forward, will it start? If the answer is yes and it's really stiff you may have a problem with a corroded manual shaft.
