Looks like I have a bad temp control unit. Like many others, my fan will only work on level 4 so I replaced the blower resistor, but it's still stuck on the highest level. The dealer thinks it could be the entire control unit itself so I am going to try and pick one up used and do it my self verses paying $700. Anyone out there have a similar issue or know where I can get instructions to remove/replace it myself? Thanks

It's not the temperature control panel

I got one on ebay and it's still doing the same thing. I wonder if it might be the blower relay??

Yep...
It's been addressed on this forum before...
2006/2007 and most later KIAs have a FET (Field Effect Transistor) "module" that the blower speed module plugs into...This (FET) module goes bad and you are left with only Off/High.. You will have found the right one If you see an aluminum heatsink attached.
You can get this at a Hyundai/KIA dealership..
