I have to replace my fuel tank and am trying to siphon out the gas. I am using a 3ft hose. I have the hose all the way in the tank but am unable to get the gas out.

When I remove the hose there is no gas showing on the hose. I know the tank is at least half full as I put gas in it yesterday.

Is there a filter in this tank that would stop the hose from reaching the gas.?

Most all cars have a baffle in the filler neck, to prevent getting a hose down the neck. You will need to drain the gas when you pull the filler neck hose off the bottom of the tank.

You can siphon it through the opening in the top of the tank after you disconnect the fuel lines and wires on the fuel pump and remove it. You'll have to remove the connections anyway to remove the tank. The access is in front of the second row of seats in the middle of floor.
