As someone who owns a 2001 Kia Rio with nearly 140,000 miles (that translates into about 225,000 kilometers, right?) on it I would say that the Rio you're looking at would be worth $1,000 only if it comes with immaculate service records.
My Rio has treated me very well and has saved me a tremendous amount of gas over the past two years I've owned it, but a Rio with 147k km is going to start racking up the repair bills pretty soon. If you can cope with repairs like a timing belt, ignition coil pack, half shaft, clutch, in your own garage then it's probably a good purchase. Having these repairs done in an outside shop, however, will likely push your cost of ownership way above the redline.
