Ok, based on the codes, you have anen or a short in the wiring from the ECM to the TCM. You'll need to do some electrical work to find where the issue is.

I found this information online, I hope it can help you.

Kia Sephia's OBD2 code P1800:

Engine torque signal malfunction
Threshold Value ~ Circuit continuity: Open or shorted
Enable Conditions ~ NA
Time Requirements ~ Continuous
Related Items

1) Open between TCM (C221-41) and ECM (C254-68).
2) Short to B+ or GND between C221-41 and C254-68.

Step by Step inspection, with YES / NO Action:

With ignition off, disconnect C254 from ECM and C221 from TCM.
Measure resistance between C221-41 and C254-68 (less than 1 ohm).
Is resistance as specified?
YES = Go to step 2.
NO = Locate source of open or high resistance and repair as necessary.

Measure resistance between C254-68 and GND (infinite resistance).
Is resistance as specified?
YES = Go to step 3.
NO = Locate source of short to GND and repair as necessary.

Turn ignition on and measure voltage at C254-68 (0v).
Is voltage as specified?
YES = thoroughly check for loose, bent or corroded terminals in circuit then go to step 4.
NO = Locate source of short to B+ and repair as necessary.

Clear codes and return vehicle to original condition. Verify any repairs by driving vehicle with Scanner connected to OBD-II connector for monitoring pending codes (refer to scanner's owners manual).

Kind Regards.
