I have a 07 Kia Spectra EX with 60,000 miles on it, just replaced the belts, now when I turn the wheels side to side to full lock the powersteering pump starts to squeal extremely loudly. Any suggestions? There is plenty of fluid in the resovoir

You made no mention of if the belt that drives the PS pump was replaced..If the belt is slipping you will get a squeal from it slipping on the PS pulley under full load (pump works the hardest at the end of the wheel's movement) If it is you need to adjust the tension on the new belt...Otherwise you probably have a bad PS pump....

Powersteering

The belt was replaced a few weeks ago, I made marks with a sharpie where the pump was located before loosening it. Got it back to as close as where it was, the belt only deflects a 1/4 of a inch like the haynes manual says. I assuming the pump maybe shot or the belt is crappy. I got it from napa. Im outta ideas here.

Try putting a little more tension on it and see if the noise goes away.
