Is there a washer or some kind of spacer that goes behind pulley in between pulley and bracket?

2006 Kia Spectra

Just completed entire WP & timing belt job and replaced the AC Idler pulley - found a spacer on ground. :/

Could this spacer be for the ac tensioner setup?

Also second guessing which side of the idler faces inward. I think its the side with the bearing exposed. (no dust)

Diagram is hard to tell/

Here is the old idler and spacer found:

Can confirm the spacer goes on first.

Order is adjuster bolt, bracket, spacer, large cover, pulley, small cover, nut.

New pulley was a bit different but one side was more flush with the larger washer on. That side went inwards.

Belt looks more centered now:

Torque 30ft/lbs retaining nut.
