Unhappy Rim Restoration

Hey guys, I have a 2011 Kia Optima SX with the Touring package. The wheels are two tones, silver on the face, and grey in the inside of the spokes.

The problem is the clear coat is peeling off a lot on the face of the wheels. I used to have a scion tc and I sanded the rims and painted them and they looked like new, but these rims are two tones so im not sure what the best way to fix this is. Also, the Tc were normal alloy wheels but close up on the optima rims, you can see the milwork lines so Im worried if I sand it, it will mess up that 'grain'.

Does anyone have any ideas? Thanks!
