Hill-start assist control dangerous.

My new Venga is my third Kia. The two previous models were Kia Rio and were ok on hills, however with the Venga, when reversing into a parking space on a hill I find that the footbrake cannot be used to control backward movement as it keeps locking up for two seconds at a time and then releasing suddenly with the potential for causing an accident. I've contacted the dealer and have been told it cannot be disabled. The correct method for a hill start according to Irish driving instructors is to use the handbrake and consequently the HAC is not needed or used and is potentially dangerous and possibly illegal !
Does anyone know how to turn off this so the car can be driven safely ?
