Coolant level check 2013 forte

What's the best way to know for sure if you need to add coolant.. The reservoir is quit dirty, so can't really tell. If I open the radiator cap itself I don't see anything in the radiator. This should be a no brainer, but I'm having a brain malfunction for sure.

Fixed...............

If your coolant is in good condition if should not foul up like that - has it been changed?

What's the recommended coolant brand? Recent 60k maintenance check recommended coolant flush. Service advisor said to use Kia spec coolant. Simple DIY, not looking to buy coolant from dealer. Found this at Advanced Auto: Pentosin Pentofrost A2, an antifreeze CONCENTRATE for Asian vehicle applications.

Any thoughts or recommendations?
