Meguiar's (or maybe it's Mothers) makes a plastic polish that lists headlight lenses as a use. Haven't tried it but imagine it works.

You have a couple of choices.

1. Buy the paint prep mitt made by eagle one from autozone. That should take your headlights from a 5 to a 7.5

2. Get it professionally polished out. There are people who polish headlights exclusively.
