Yeah, if you've never rotated the tires, the fronts will be worn out by now. You should rotate your tires (put the fronts on the backs and the backs on the fronts) every six thousand miles. This helps the tires wear evenly. The fact that the rear tires are still okay and the fronts are shot indicates you probably haven't been rotating.
My wife did the same thing on our old Escort.... didn't rotate the tires, and all four were shot at 25,000 miles (these weren't cheapie OEM tires either!) I was pretty upset at her when she said she never rotated them. She's been very good about making sure they get rotated since then, and got over 60,000 miles on her next set of tires on the Escort, and on her 2003 Taurus she got 72,000 miles on the OEM tires!
When you get new tires, get them from a place that gives you lifetime rotating and balancing with the deal (pay once up front), and then they will take care of the tires for free from there out. This is pretty common and all the major tire outlets have a deal like this. Then make sure you rotate, and you'll be amazed at how long your tires last!
