FMVSS 102 requires that automatic transmissions provide increased engine braking in at least one of the lower gears. That is probably the effect you folks are experiencing.

That spec should only kick in when the vehicle is at 25mph or less, but that's not far from the 31mph one owner has reported.

It's a feature that I very much appreciate when driving switchbacks in the mountains.

True. It has to kick in at 25mph or less, but it can kick in at higher speeds. The effect is very similar to what you get in a manual transmission car when you lift off the gas pedal (assuming you've ever driven a stick shift).
