Car horn won't work

My Sorento 2014 won't work. I think it is tied to HID lights on computer. Day lights bulbs won't work either.
One of the fog light doesn't get enough power to turn on.

The car has all new hid bulbs with ballasts. High beam bulbs are also new.

Is it possible that the control module is burned out?

If you had all this work done to the lights and the horn worked before,
then I suggest you take it back to where it was done. Sounds like someone
messed up some wiring in the steering column.

The off road lights have been working for 3 years. The head lights work too. Why would it stopped turning on?

Does the car horn use a fuse?

hard to follow...so...when, after what event, did the horn stop working ? If this condition came just after extensive work on the car, then as suggested, verify or make them verify.

Bought in Oct 2016 at 55000km, now (June 2019) at 75000 km. I like cars...

I am taking the car to independent mechanic to troubleshoot the problem. Kia won't fix the horn issue.

The mechanic found the lights need a ground wire.
He installed a improvised wire running from low beam light to frame of engine
