Can someone tell me what exactly the offset part of a wheel dimension is?

I understand that the PDC is the stud pattern and distance from centre of the stud, Am I right in thinking the c/bore is the dimension of the hole in the centre of the wheel?

Offset - Distance from the wheel center-line (CL) to the wheel mating surface - greater positive offset moves the tires inward (narrower track)

If I am replacing the wheels on my car and have whels that have the correct PDC and c/bore, is the offset important if it is different?
