Take a look at this data.

Kia Shuma II 1.6 l

Max Power 75 kW (JIS) 5500 rpm
Max torque 144 Nm (rpm) 4500 rpm

Renault Mégane II 1.6 l
Max Power 83 kW (ECE) 6000 rpm
Max torque 152 Nm (rpm) 4200 rpm

Daewoo Nubira 1.6 l

Max Power 78 kW (ECE) 5800 rpm
Max torque 145 Nm (rpm) 3800 rpm

I'd like to know why it is necessary for Kia to reach 4500 rpm for max torque?
