Default 2003 kia spectra power steering problem

Hey guys, im trying to troublshoot what's up with my power steering.
At or near idle engine speeds, the power steering doesnt work. If I give it some throttle, I can feel the power steering come back if im in the process of trying to turn.
The power steering fluid is at the level it needs to be exactly, and I'm not sure what else I would need to check.

I just want to see if i can pin down a cause for this before I go blow 50 bucks for a new power steering pump and waste 2 hours putting it in. lol
its been like this for as long as ive had it, which is only a few months.

Default 2004 Kia Spectra Power Steering

Hey Can that wire on the top of the power steering cause a failure at idle and functional at operating speeds. I have been reading about this for a while.

My kia dear dear thing had so many failures this weekend that I can't think.
Water pump failed, brake line failed, radiator failed. I fixed all those. Now power steering makes a god awful noise when the car starts and is fine a few minutes later.

Any help?????
