Default Air Bag Light

I have a 1998 Sportage and the air bag light recently came on. One long blink, pause, followed by six short blinks.

The dealer wants $110 to run the scan tool and clear the error code. This is robbery.

I do however want the assurance that the airbag system is operational should I need it. Given my current situation, will the airbag still deploy if I were in a head-on collision? Does this error render the system inoperable at the moment (until the code is cleared)?

If the system does still work then I may just pull that bulb out of my dash so I don't have to stare at the light and keep my money.

I'm in Santa Monica, CA... does anyone know of a shop that can fix this nearby that won't rip me off?
