Default 4WD Vacume problem

I have been having problems with the 4wd iom my 2002 sportage. I got bogged in sand a few weeks ago and found out that the hubs weren't locking in. I read a lot of the past posts and thought thatI would just swap over to after market free wheeling hubs but I live in Australia nad haven't been able to source any. I even tried to buy a set from Amazon but they wouldn't ship them here ( I've bought other things from them and they shipped them but no the hubs).

So I've decided to fix the original hubs. After replacing the vacume lins to the hubs I found that one still didn't lock in. I took them off and pulled them apart and found that one was frozen (looks like it got water in it). I've cleaned up the hub and gotten it free and working, all the rubber seals are fine. But I am not sure if the vacume switch is owrking correctly.

I've checked it and it seems to pull vacume all the time with the transfer case selector on both 2wd and 4wd. I checked the wiring plug and it seams to have power to the green wire all thetime and the Red wire gets a little power when 4wd is selected.

Does anyone know how this is supposed to work?
