Question cRITTER nOISE



I have a noise behind the intrument panel that i have had for quite awhile, I thought i could locate it or find some cause to it when i took my dash apart (to fix the heater core). I call it a critter as it sounds like chewing. I was told by a mechanic that the noise is from my wiper delay. when i use my wipers sometimes the wipers dont always do what they are supposed to do, like no delay at all, or they wipe fast when in delay mode. this noise happens when the car is on and off. is there something electrical going on with the delay and if so, how can i fix it?

also, my instrument panel's lights dont light up the RPM, Speedometer or fuel panels, or illuminate some of the gear shift indicators. they do show all the light's for all the other "dummy lights", when you turn the key. we changed the bulbs and all the fuses look fine, what else can be the culprit? right now i use separate illumination to shine on guages at night, that plugs into lighter. Any useful info would be mighty helpful. I am trying to fix up my '96 sportage so that i can sell it, i am getting a newer one.
