Lightbulb Fuel pump/ Fuse block

'98 Kia Sephia
First post... I thought I had a bad fuel pump so I replaced it. When I turn the ignition to "RUN" there is no voltage going to the fuel pump or through the 10 amp fuse spot in the fuse block (micro relay is good and getting 12 v have not verified signal to relay yet) I applied 12 v to the pump and backside of the fuse hole to force it on but the car still will not start. I've got 48 psi in the fuel rail but when I pulled the rail out with the pump on and turned the engine over ,no fuel spray. The "igniters/coils" are fine and throw tight blue spark. I've checked all other fuses, harness connections and the ignition switch.
Is there something that would cause the pump not to come on and keep the injectors from firing?

Rolls down hill and stops at the bottom. What more could you ask for. I've enjoyed repairing this car at home. It's been so simple although not cheap.
