My 1999 kia sephia just tured to 94k miles yesterday, and now today the check engine light is on. Is this light on because of that, or could it be because of the heavy rains and flooding we had in WI yesterday?

Clocking over 94K miles wont trigger the code, so it's more likely that the heavy rains and flooding may have something to do with it coming on - possibly water has got into some of the connectors etc.
Best get the codes read and that should point you in the direction of which sensor needs attention.

Ok, I kinda figured that was the case, but I wasn't sure, seeing as I know a few vehicles do have the check engine light come on after so many miles.
You're right, some vehicles use the light as a notification that the service is due or overdue.
