Anyways, to my issue... I think that my proportioning valves may be leaking, but I'm not sure. There are these two hoses sitting on my firewall that are leaking right on to my Cat! and makes smoke pour from my car, it makes me very mad. I do not see anyway to get at it without ripping stuff apart. If anyone knows what the two metal hoses are on the firewall, please let me know, especially if they are proportioning valves...

Take a look at the "Shop" section on the KiaTech web site and you'll find diagrams of the brake system, which should help identify what's leaking.
The fluid distribution block incorporates the proportioning valves on your model, and this is mounted close to the brake master cylinder - see attached picture taken of the KiaTech web site.
Remember that you need a flare nut spanner to tighten these lines/connections.

I had this problem out of my 99 Sephia also. had to replace the things 2 times because the new 1's from the dealer are Aluminum not brass like the original ones are. I cant remember what size of wrench I used to get them off. i think it was either a 14mm or 15mm the new ones are larger. But that does sound like your problem as mine was doing the samething until i replaced them.
That was my problem as well. The dealer wanted around $150.00 a piece. Told them to F OFF. Went to the junk yard and got 4 for the price of $1 each. If you change them do not use the wrench on the new ones. Use a pipe wrench or pliers and grab the body. The new ones leak through where they are spliced. I think I might have disturbed the seal, although, they do not leak as fast as the old. I now have to fill the tank once or twice a month and not every week like in the past. You know you will have to bleed the system, don't you?

That's not a bad price quote on labor, actually it's pretty good being a compact import, which most mechanics hate to work on... especially the "old school" type mechanic that's dumbfounded every time they see a horizontal engine. I'm just too cheap and stubborn to pay someone to do something that I can do myself... even if that means that I spend all day and night on it, The smile on my face when I'm done is worth it!
I know, I feel I can do it myself, but the problem is, that I don't have the proper equipment to do it. I am also on a super tight budget with tryin to get ready for college. (NTI) But, before I can do valves, I need to do Rack and Pinion, before my car blows up.
