Default 98 sephia with problems

my buddys mom just gave me her kia sephia ls with 92k on it she got tired of the transmission problems didnt want to fix it so it mine now ... but it got a cel and my obd2 scaner wont pull codes from the connector under the dash ... is there a way i can jump the diagnostics connector under the hood and flash it out

but the other problem is that its really sluggish in drive and doesnt want to down shift to first or up shift past second or maybe 3rd not 100 percent but the over drive off switch doesnt work eitther nor is there a light flashing for that and the brake interlock isnt working anymore just push the button and pull it out of park

really like to get this thing fixed fast and sell it or drive it to and from work save me in diesel in my truck

Welcome to the forum.

For jumping the DLC plug , try this site BAT Auto Technical-Professional mechanics giving advice-An Educational Site w/ OBD2 Trouble Codes and Technical info & Tool Store. but as you'll see they say it works on cars up to 1995.
BTW it works on my 1999 - by turning the ignition to On, but do not start engine with the jumper as in the picture.

It may be best to start with an oil change and see how it goes from there with the multiple gearbox problems.

Register (free) with this site for loads more tech info Kia Global Information System (KGIS)
then select "Shop".

I guess that pins empty being a later model than 95, so you're left with using the OBDII connector under the dash.
Take it to a parts store and see if they can read it for you, and once you have the codes post them here and there's a few astute folks here that will help.

Have you tried another relay?

If you say the relay clicks then the circuit from the switch is OK, and if you say that the lights work when jumping the relay output terminals, then I would say that the relay is bad.
