Question sqeeking belts and difficult power steering

just had a rack and pinion done along with ball joints and timing belt and the rest of belts.
problem is upon start up or air on and heat this sqeek is annoying i dont know if belt is to tight or needs dressing. can i do this myself?
as far as the power steering, upon start up when you first take of it feels like tires are stuck to ground after driving it and while driving its ok. every time i stop and the car sits its almost like the power steering pump is going. any thoughts.
one more can you change your own spark plugs or not? if so where are they?
we keep having problems with the plugs foweling out and when we take in to the ^&%* @#$ dealers they tend to change the spark plug thats fouling out only.

Well the sqealing is prolly yur belts needing either tightening or lossening.
Either could cause a squeal.
Is the power steering fluid full? If not did it ever run dry? This could also be due to your belt being loose or to tight. Both could be tied in together.

THe plugs are easy. Take off the black cover on the top of motor. the plugs are down there. 5 Minute job

Yes fluid is full, never run dry.
how do i go about loosening or tightening the belts.
