Default MPG Question

A question if I may....Just purchased a 02 Spectra GS and am kind of purplexed due to gas milage. I am currently only averaging around 250-260 miles to a full tank. By my calcs thats only @22mpg. My driving is a mix of Interstate and country roads. The vehicle was purchased from Kia dealer and was supposed to have been inspected per Kia's pre owned specs.

gas milage is a compicated thing, theres a lot of factors, such as tire size, wind resistance, weight in the car, and other stuff like that. Gas milage is calculated based on a veriety of different measurements and therefore is often above what the car actually gets, but I believe there are plans to make the gas milage more accurate to what the customer gets on the road.
If anyone has more to add, please do, this is what I've heard, not what I'vebeen taught or read.

Yes, the EPA is changing it so the numbers are more accurate. This will take place on all 08 models.
I get 30mpg traveling at 70mph.

I've been tracking my mileage and since I bought the car, I've averaged 25mpg. EPA numbers for the '06 Spectra is 25 city/33 hwy. One thing I noticed is the smaller tank (compared to my previous car) and driving style seems to affect it. If I keep my engine below 2500 RPM, my mileage is better than if I drive at 3000-4500. Also, extra weight (other people) will reduce your fuel efficiency. I'm a solo driver 99% of the time.

I don't know if reformulated gas plays a role in reduced mileage. The amount of ethanol has been increased and we have seasonal blends. The gas selling in my area is a cold-weather blend and they'll switch to a hot-weather blend in April or May.
