The flasher relay is buried inside a box called a BCM, or ETACS, or junction box. Inside the cabin, near your knee, there is a panel to access some fuses. Remove that panel. And the fuses that you see are on the front face of that box. There should be a label with a number on that box, the number is something like DECO 91950-2F830. To get at the box, you need to remove the entire knee panel that covers the area below the steering wheel (where both of your knees would be located). The box should be easily visible then, with a bunch of wires running out the back of it. Lots of people have various problems with this box. It controls a variety of body electrical functions - turn signals, lights, relays, etc. Personally, I had a problem where my left turn signal would be stuck ON, not OFF. And I mean ON solid, not ON blinking. I have never seen anyone successfully open this box and replace a component that controls a specific function (i.e. blinkers). Everyone seems to just replace the whole box. I replaced my whole box. I found a replacement through a junkyard online. When I installed it, my left blinker started working, but then my right blinker stopped working! I sent it back to the junkyard, and found another one from a different model year. After I installed this one, both blinkers started working. But then my rear wiper (5 door) stopped working. It might have been missing the function due to the model year difference, so I just kept it anyways since the blinkers were more important.
solenoid is related with intake and gas. nothing to do with indicator. it's more likely fuse or relay problem. if fuse is burned out, even smart key doesn't work at all. I have experience with it before.

Do a search for BCM or ETACS... the BCM (which is the back end of the passenger fuse panel)... Is known to be a real problem maker... and NEVER twice has the same symptoms...
It controls MANY items in the Spectras.... (2004.5~2009)
Turn signals, wipers, windows, door locks, wireless remote, etc...
They can be intermittent or fail with an item being stuck on or off..
The Cerato "version" hasn't been "blessed" with these failures up until now...
Your's might be the first...
They are very expensive at the dealership so a junk/salvage yard is probably the best bet.... Check their "warranties" on used parts before you buy...
Some yards here in the "States" offer a lifetime warranty on parts and will exchange defectives...
Indeed, check both 10amp fuses.. Attached is a Kia Spectra 06 wiring diagram, as you can see it is controlled through the BCM, but I'd check the fuses and the connectors first before replacing anything.
