Could it be Air mass meter?? I've heard that in VW diesel broken air mass meter limits the rpm to 4000rpm. Does anyone know is it possible to measure that mass meter from the connector pins that is it damaged or not? I also checked the gas pedal signal with Scantool and it seem to work properly 0-100%. Also if I disconnect the air mass meter connector it doesn't affect at all. How many other sensors there are witch could be broken? Where are you living?

, I think we might hit that for a few minutes each year in the middle of winter, I live in sunny Brisbane, Australia (average daytime temperatures 28C summer/20C winter)
My wifes mothers Family are from the north of Finland, Rovaniemi but her fathers family are from the south, cannot remember the name at the moment, will ask her when she brings the children home from School.
Edit: the name of where her Dad lived was Nurmijarvia (she thinks)
Back to the car, if the gas pedal is showing correct voltages, then checking the mass air flow meter would be a good idea, I am surprised it is not throwing any codes for the MAF, would have thought it had a reference voltage of some sort. Certainly I am aware that the fuel pump in the diesels I think gave some problems, might be worth checking that, it sounds like the vehicle has gone into a "limp" mode, but if no codes are showing then this cannot be the case
Have you got access to a repair manual at all, KIA have a lot of information on the internet, just sadly not for the Diesel engine from what I can see.
I guess you have read this other thread where it talks about the problems with the vehicle with power loss
