Have a 1999 sedona, bought remote locking fob for it and had programmed at dealers, tried it there worked fine, got home and it wasnt working, sat pondering and it worked, performed some experiments and found, after key was removed there was a time delay off about 3 minutes, before it would work then it was fine until you put key in ignition again.. Have spoke to dealers, mechanic says all is ok according to their programmer, his only thought was that there was a sensor in the barrel that was sticking, sounds like a bit of a second hand car dealer excuse to me, but what do you think.. Will be going back soon just waiting on a new key to turn up ( only have one bit worn out ) and will discuss bit more with them..
