Unhappy Spare Tyre Carrier

I have a 2004 Kia Carnival with a stuck (broken?) spare tyre carrier release. The release bolt turns, but the spare tyre does not lower down. The release bolt / mechaism seems to be inside the rear bumper without a way to access it? Any suggestions on how to repair the spare tyre carrier release?

as far as i can remember there are only two bits to the mechanisim the bolt through the floor and the nut attached to the wheel carrier the way it works is you loosen the bolt to lower the frame a bit then lift the frame slightly and unhook the nut from the carrier so if your bolt is turning ok but the frame isnt lowering
is the frame and wheel stuck?
has someone fitted some sort of additional hold up
you may gain extra access if you take off the bumper but i cant remember

This can occur if somebody was too enthusiastic winding up the spare wheel,
strips the thread attached to the carrier/hook.

You may have to pull down on carrier at same time as turning the spinning bolt.
Let air out of tyre, raise frame off hook, then fix the stripped thread problem...

Or the carrier could be jammed, as suggested above. They cop a bit of damage if reversing into something - twists out of shape... Length of pipe(lever) & air out of tyre again
