03 sedona locks only work when ign is on

I have been trying to figure out whats wrong with the power door locks in the 03 sedona. The locks only work from the switch when the ignition is turned on. When its off the switch does nothing. I checked all the fuses and there good and checked the switch its all good. I am starting to feel lost. Its like its not getting power to the control module. Any ideas would be greatly appreciated.
