Question 2003 Kia Sedona won't shift out of park

My van seems to be experiencing some kind of electrical problem especially when it rains. The blinkers stop working or work intermittently and it sometimes has a problem shifting out of park. When I press down on the break, I don't hear that release sound you hear that allows you to shift out of park...but it seems like this only happens when it's cold or raining. The blinker issue only happens when it's raining.
Please help!!!!!

could be some problems in the fuse box and/or wire harness.
I would disconnect each relay, check its prone and put it back. And all the harness connections too.
