Default Timing Question

I am trying to change the belt on my 2005 Sedona and have run into a few problems . Everytime I thing I have the timing done and install the belt I then recheck the timing onlt to find the right cam is off by one tooth.

The instructios book I received seems to indicate the timing marks are on a tooth. My marks on the cam show they are in the grooves. Which one is correct.?

The second problem is the book gave me the following instructions.

After I have installed the belt I am to turn the right hand exhaust camshaft sprocket slightly counterclockwise to tension the belt . Well when I do this the cam which is spring loaded, jumps a couple of teeth.

I have purchased a cam spocket holder to stop this from happening but no matter what I do the timing is still off by one tooth. That made me think I am setting the marks in the wrong place.

Any advice would be appreciated.

Also, it might make it easier if you remove the spark plugs.

Thanks for replying to my post, but I cannot tell from the picture what I should be looking for. As I stated, on the camshaft sprocket I can only see a blue dot that is between two teeth.
What I am trying to find out, is there a mark on any of the teeth.? And yes I have removed a couple of spark plugs.

I am taking photos as I go along and will post them when the job is finished

there are marks on the outter circuference of eachh cam gear. When you are looking at the gears from straight on, the marks are at 2 oclock and 10 oclock, / and \. Start on the crank and i find a 10mm socket holds the belt tight if you put it in between the belt and oil pan(just to hold the belt). Then run it up toward the front of the van, around both cam gears. The 2 gears on the front side pf the engine should not have tension on them. Now run it down around the water pump and back up to the back 2 cams.(these 2 are tricky). Now back down over the tensioner. Before doing this all. remove the auto tensioner and compress it in a vice and install a pin to hold it compressed and then bolt it back on.Once the belt is onto the tensioner pully, loosen the 14mm bolt on the middle of the pulley and take up as much slack as you can by rotating the pulley counterclockwise. Once the slack is gone tighten the 14mm bolt and rotate the engine clockwise so that the crank makes 2 full rotations and all marks should be good. Then you can remove the pin in the auto tensioner and reassemble. The timing marks on the cams should line up directly with 2 little marks on the valve cover directlyh behind the cams. If you have any more questions just ask.
