Unhappy Code P0022 B2.A Cam Post Timing Over-retarded

What could cause this code? We have replace the trans and motor mounts. We have also had all recalls done. It is in what my mechanic calls safe-mode. Please help!

At a guess I would say the Camshaft sensor is up the spout. As the ECU doesn't know where the cam is in it's rotation it will then guess the parameters needed to run safely run the engine.
