Default Rear Tire Locking

Hi, I have a 2003 Kia Sedona (I've had it for about 6 months now). My driver side rear tire locked up last night durning one of my breaks at work. This morning, after work, the tire was still locked up. Has this happened to any one else here or has anyone heard of this before?
I live in North Dakota, so since Monday we have been nailed with snow (at least 8 inches). Would that have something to do with it? Does anyone know what we should have people look at when we can get it to a shop later today.

We did have the emergency brake on for about 5 minutes last night (right before the tire locked up). The passenger tire is fine, it moves when the van put in forward or reverse. Any tips?
